JUNG UCK SEO
Chairman of e-Trade Promotion Committee, Former Vice Chairman of SK Telecom, Chair Professor of Sunchon National University, and Former Minister of Science and Technology

Dr. Seo received a B.S. degree from Seoul National University in 1957, a Ph.D. degree from Texas A&M University in 1969, both in Electrical Engineering, and an Honorary Doctoral Degree of Economics from Pukyong National University in Korea in 1999.

From 1957 to 1970, Dr. Seo worked for the Republic of Korea Air Force Academy as the Chairman of the Electrical and Electronics Engineering Department. In 1970, Dr. Seo joined the Agency for Defense Development as charter member, and the President of Korea appointed him as its president in 1980.

From 1984 to 1990, Dr. Seo worked for Korea Telecom as Senior Executive Vice President. In December 1990, the President of Korea appointed him Vice Minister of Science & Technology. In July 1992, Dr. Seo became President of the Korea Institute of Science & Technology. In 1993, he was appointed as Chairman of the Commission for Radio Communications Development by the Korea Ministry of Information & Communications.

From 1995 to 1998, Dr. Seo was President and Vice Chairman of SK Telecom, where he commercialized the CDMA cellular phone for the first time in the world. In 1999, the President of Korea appointed him as Minister of Science & Technology. Since April 2001, he has been Chairman of the Korea Accreditation Board and Chairman of the e-Trade Promotion Committee of the Korea International Trade Association. In 2001, he was also elected as President of the Korean Council on System Engineering. Dr. Seo is a Chair Professor of both Sunchon National University, a Professor of Seoul School of Integrated Science & Technologies and Chairman of the Korea Foundation of International Cooperation of Science & Technology.

Dr. Seo is a member of Eta Kappa Nu, a member of the National Academy of Engineering of Korea, and a fellow of IEE and IEEE. He received the IEEE Third Millennium Medal and was elected as Director of the IEEE Region 10 for 2003-2004. He has been decorated by Gold Tower Order of Industrial Service Merit. Dr. Seo received 1996 Outstanding International Alumnus Award of Texas A&M University and delivered commencement address to the graduate class of 1999 Texas A&M. He is a member of the International Board of Texas A&M since 2001. In 2002, he received Grand Prize of the National Academy of Engineering of Korea.
