Challenges to Regulatory Policy:

Government policy is once again at the top of the industry’s strategic agenda. Competition between traditional telecom, mobile, broadcasting and web-based services has reached new intensity as technologies and business models converge. Regulators worldwide are re-examining a range of critical issues that impact consumers and investors alike: spectrum allocations for new services like WiMax; security and intellectual property implications of peer-to-peer networking; and the role of industrial policy and government subsidies in the Internet age. Of particular interest are the policy issues presented by Next Generation Networks – both in the most advanced economies and in the developing world. Come hear some of the world’s leading public policy figures discuss the key issues of the day.

Notice is hereby given for the following official meetings of the Council to be held at the annual conference, PTC'08, Hilton Hawaiian Village Beach Resort and Spa, Honolulu, Hawaii, USA. (Rooms to be advised.)

Board of Governors (BG) Meeting (I): Saturday, 12 January 2008, 14:00-18:00
- All outgoing, incoming and continuing BG members.

Advisory Council (AC) Meeting: Sunday, 13 January 2008, 10:00-13:00
- All Advisory Council members.

Annual Members Meeting: Wednesday, 16 January 2008, 08:30-10:00
- Combined with PTC'09 planning.

Board of Governors (BG) Meeting (II): Wednesday, 16 January 2008, 12:30-16:30
- Incoming and continuing BG members.

All PTC members are encouraged to attend the Annual Members Meeting. PTC members may also attend the BG meetings (except 'executive session') and AC meeting. Please inform the Secretariat in advance if you plan to attend.

Video and Mobility Take Center Stage

New innovations, explosion of video, rollout of broadband Internet have all combined to create an explosive demand for domestic and international communications. The industry leaders from opera tors, suppliers, academia, the Internet and content world will come together to meet, hear and discuss how each can carve a role for themselves in the current bonanza. So whether it is submarine cables, satellites, global connectivity, regional and island Internet development, the impact of video or other facets of the industry, the PTC conference in Hawaii will be the place to be in January."

It was bound to happen: full convergence in practice. We are moving well beyond the initial service and market testing triple play features. Beyond robust, widespread and competitive mobile voice and text. Beyond the very significant changes in music, news and other media/entertainment distribution across a host of telecommunications, broadcasting and ICT networks. Now, the extensive use of video in all forms and across all networks of communication, as well as the demand for high levels of enterprise and user mobility are defining the new core of telecommunications.

Time to Vote! Board of Governors Election

The Succession Planning Committee (SPC) would like to thank all those who have stepped forward with nominations for the PTC Board of Governors election. The candidates are volunteering, if elected, to devote their time and services toward continuing to build PTC into an ever more robust organization.

Ballots were distributed to all members on 22 October. If you did not receive a ballot, you can download it here.

Ballot return deadline: 9 November 2007

Completed ballots returned by the deadline are counted and results certified by an independent accounting firm. Results will be announced on or about 19 November.

Bylaws Review Committee:
Recommendations to the Board of Governors

The Bylaws Review Committee has concluded its discussions on proposals for changes relating to the composition of the governing bodies of PTC and other organizational matters to improve the efficacy of the Council. Recommendations are being forwarded to the Board of Governors and will be taken up in subsequent meetings. The recommendations have also been sent to the Advisory Council for comment.

Seven recommendations are being presented as a package for the Board of Governors to consider.

ITU-D Online Courses

The Telecommunication Development Bureau, ITU-D, International Telecommunications Union, has announced two online courses: TCP/IP Network Management and WiMax Networks - IEEE 802.16 Standard to be held in November and December. The courses are part of the Centre of Excellence for the Americas, an ITU initiative.
