Richard J. Barber
PTC Distinguished Service Award

                    

On the occasion of PTC’s 30th anniversary conference, a PTC Distinguished Service Award was established to honor outstanding leadership in service to the organization. The award is named for PTC’s first Executive Director, Richard J. Barber, who served in that capacity for 22 years. It was fitting therefore that the first awardee was Richard Barber himself. Dick's tireless efforts in steering many developments led to PTC becoming a significant conference and membership organization as well as a respected institution in Pacific hemisphere, indeed globally. Congratulations Dick!

The O.S. Braunstein Prize for best student paper was awarded to Sangwon Lee, Doctoral Student and Alumni Graduate Fellow
University of Florida, USA, for his paper "The Determinants of the Global Broadband Deployment: An Empirical Analysis"

The Meheroo Jussawalla Research Paper Prize (best overall participant research paper) was awarded to Nir Kshetri, Professor, Business Administration, University of North Carolina – Greensboro, USA, for his paper "Looking at the Facts: What we Know (and Don’t Know) about the Chinese Internet Protocol TV Market"

Board of Governors (BG)

      BG meeting  

Minutes of the two meetings of the Board of Governors held during PTC’08 will be available shortly on the PTC website under the Members Section.

The Board of Governors selected the following as officers of the Council for 2008:

John Hibbard Executive Vice-Chair
Ken Zita Vice-Chair for Conference
Yoshikazu Kobayashi Vice-Chair and Secretary
Bill Barney Vice-Chair and Treasurer


Strategic decisions were made on the organization of the 2008 Mid-year seminar in Singapore in June and for the establishment of the program committee and planning process for PTC’09.

The Board also approved several changes to the bylaws that will come into effect shortly including a change to 3-year terms for BG members and a change in title of the Executive Director to CEO. Other modifications will be made as relates to quorums and electronic votes of the BG to allow for more efficiency in conducting the business of the BG throughout the year.

Other matters discussed and acted on include the status of the organization’s finances, the office lease of the secretariat and other matters that relate to the board’s fiduciary responsibilities.

The BG established a board committee for audit chaired by Bill Barney and a committee for membership/sponsorship chaired by Claire Papponneau. An ad hoc group lead by Bruce Drake was also established in regards to implementing a transition process to move to 3-year board terms.

The BG also reviewed the summary submitted by the Development Special Interest Group and accepted that they should move forward on the recommended initiatives.

4th PTC President and Board Chair Passes Away

We regret to inform members that Kiyohara (Ken) Tsuruta passed away this past year. Mr. Tsuruta was the 4th PTC President (1988-1989) and Board of Trustees Chairman (1990). He was the first Asian officer to lead PTC.

The 1988 PTC Mid-year seminar, held in Sendai, Japan, was organized by the PTC Japan Committee under the guidance of Mr. Tsuruta. The seminar attracted 450 delegates and included visits to cultural sites and universities.

Dan Wedemeyer, Professor, University of Hawaii at Manoa, worked many hours with Tsuruta-san and noted that, “He was a gentle and quiet guiding person that listened enough and talked when necessary. He worked very hard behind the scenes to make PTC evolve. He gave great balance to the PTC Board of Trustees and encouraged a broad base of international participation in PTC. He truly was one of the people who help set the international foundation of the organization.”
