PTC is led by a Board of Governors (BG) and an Advisory Council (AC).

The BG, elected by the membership, has managerial and fiduciary oversight and is responsible for the Council’s strategic development.

Gregg Daffner is co-founder and CEO of GapSat, which leases in-orbit, operational satellites to satellite operators for use in their orbital slots for interim periods of time. Gregg is also president of G3 Global Communications, an international satellite venture incubation and consulting firm.

Previously, Gregg co-founded and was president of Asia Broadcast Satellite (ABS). He headed satellite services for Hong Kong Telecom, was VP for PanAmSat and Lockheed Martin, and Director of International Policy for the US government's National Telecommunications and Information Administration.

Gregg is a Board member and Secretary of the Pacific Telecommunications Council, Chairman of The Cable and Satellite Broadcast Association of Asia (Casbaa) Wireless Action Group, a founding member and Vice President of the Asia Pacific Satellite Communications Council (APSCC), and the Asian Attach for the Global VSAT Forum (GVF).

Gregg is an attorney who began his career as a New York based filmmaker and video artist.

Bruce Drake is a Councillor for the Village of Belcarra in British Columbia, Canada.

After completing an MBA at the University of British Columbia, he served for over a decade as Executive Director for the Pacific Region of Industry Canada, a federal department which has responsibilities similar to those of America's FCC and Department of Commerce. It was in this position he first became involved with PTC.

Bruce has been elected to his local municipal council for over 30 years and after retirement from the Government of Canada continues this service as well as his PTC involvement. He retains a strong personal interest in information and communications technology and policy and its impact on individuals as well as its potential to engage citizens and improve government services.

Bruce has been active in PTC governance for twenty years in a number of roles, including serving as president of its Board of Governors.

Bruce Baikie is the Executive Director at Inveneo, working in developing regions on sustainable computing, wireless broadband networks, and capacity building through partnerships and local ICT entrepreneurs. He is leveraging his extensive experience in the energy and telecom industries, and 16 years at Sun Microsystems as telecom industry expert, and background in engineering and implementing solar powered ICT4D projects.

His areas of expertise include wireless networking, eco-data centers, DC power, and solar power. His educational background includes a B.S. in Mechanical Engineering from Michigan Technological University and advanced studies in International Business from the University of Wisconsin, and is currently enrolled in a Masters of Computer Science program at Georgia Tech.

During this past two years, Mr. Baikie has been mentoring engineering students from Illinois Institute of Technology, University of Colorado-Boulder, San Francisco State University, CalPoly, University of Guam, and San Jose State University in ICT4D design with projects in Micronesia, Haiti and West Africa.

Timothy J. Logue is the Senior Director, Marketing and Sales, for Thales Alenia Space of France and Italy in Washington, D.C., having joined Thales in 2009. Mr. Logue has been involved in the satellite and telecom industries for more than 30 years, beginning as a policy analyst with the original Communications Satellite Corporation.

Associated with his business activities he has also been active in professional organizations. He has been active in the leadership of the Pacific Telecommunications Council since the 1980s and attended his first PTC conference in 1981. Most recently, he served as chairman of PTC's Advisory Council and was then elected to the Board of Governors in 2013. He is currently Treasurer of the Arthur C. Clarke Foundation and a member of the board of the Hosted Payload Alliance. He is also a past president of the Mid-Atlantic Chapter of the Society of Satellite Professionals International.

Dr. Tom Cooper is Professor of Visual and Media Arts at Emerson College.

The Association for Responsible Communication, which he founded, was nominated for the Nobel Peace Prize and he has received many awards and scholarships. Cooper taught at Harvard, where he graduated magna cum laude, and at Temple University, the University of Hawaii and at U. of Maryland. A former assistant to Marshall McLuhan, he is the author, editor, or co-author of seven books and over one hundred academic and professional published articles on media ethics and related topics. Musician, poet, playwright and Black Belt in Tae Kwon Do, Cooper was a speech-writer and editor (for English version of a recent book) for Jochen Zeitz, Executive Chairman and former CEO of Puma. He was consultant to the Elders Project, which included Nelson Mandela, Jimmy Carter, Desmond Tutu, and Kofi Annan.

Currently, Cooper is on sabbatical funded by a private grant as a guest scholar at Stanford, Berkeley, the University of Hawaii, and the East-West Center.

Dr. Heather E. Hudson is Professor of Communication Policy at the Institute of Social and Economic Research (ISER), University of Alaska Anchorage. Her research focuses on applications of information and communication technologies for socio-economic development, regulatory issues, and policies and strategies to extend affordable access to new technologies and services, particularly in rural and developing regions. She has planned and evaluated communication projects in the Arctic and Subarctic, the Asia-Pacific, and in more than 50 developing countries and emerging economies.

She is the author of several books, most recently Connecting Alaskans: Telecommunications in Alaska from Telegraph to Broadband (2015), and numerous articles, and has testified on communications policy issues before the U.S. Congress, the FCC, and the CRTC. She has consulted for international organizations, government agencies, and consumer and indigenous organizations and the private sector.

She received an Honours BA from the University of British Columbia, MA and PhD in Communication Research from Stanford University, and JD from the University of Texas at Austin.

Over the past eight years, Kawa Junad has been the driving force behind the development of a string of companies including Newroz Telecom (founded 2005), Regional Telecom (founded 2009), Neide Telecom (founded 2011) and the latest, Fastlink, which launched 4G LTE in the region in 2013.

In 2008, he was appointed along with a group of selected businessmen as a consultant to the Regional Government of Kurdistan on economic development and planning.

Prior to working in telecommunications, Mr. Kawa participated in some of the early successes in regional media and communications initiatives. He established and launched the first private and entertainment television channel, Vin TV, in July 2007, which has subsequently become the most popular Kurdish music / youth oriented television channel now creating most of the musical video content in Iraq. Vin TV is considered the biggest content provider as it holds more than 80% of the music content in Iraq.

Chris has over 24 years of experience in the finance and communications industries. From June 2007 to August 2013 Chris served as President and CFO of Telx.

Prior to Telx, Chris was responsible as CFO, COO and ultimately Principal Executive Officer for leading the finance, operating and corporate strategy for Motient Corporation, a leading satellite services company developing expansive communications platforms in North America.

Before Motient, he served in varying financial and operational consulting capacities for communications client as part of Communications Technology Advisors (CTA). Before CTA, he was a co-founder and Chief Financial Officer for a competitive telecommunications company, BroadStreet Communications.

Nabekura has held numerous positions within the Ministry of Internal Affairs and Communications as well as the Ministry of Posts and Telecommunications, including Vice-Minister for Policy Coordination, Director-General of the Telecommunications Bureau, and Director-General of the Information and Communications Policy Bureau.

He was also Ambassador Extraordinary and Plenipotentiary to the Republic of Hungary.

N. K. Chhibber is an engineering graduate and former Air Commodore of Indian Air Force. He worked for 32 years as telecommunications engineer, involved in system engineering of microwave networks, avionics and satellite communications. He has worked in corporate sector after privatization of telecommunication sector in India. He was vice chairman of Institute of Electronics and Telecommunications Engineers at New Delhi, India. He has presented a number of papers on urban - rural digital divide, emergency communications, and technology options in developing countries at international forums like ITU, PTC, CommunicAsia, and International Wireless Communication Conference.

Presently, he is President, Telescan Global Connect based at New Delhi, India. He is also Secretary General, Pacific Telecommunications Council India Foundation, an India country chapter of Pacific Telecommunications Council, Hawaii, USA.
