Executive Director's Welcome

Dear PTC Members,

It is with great pleasure that I write this brief message to you as your new Executive Director.  I am thrilled with the opportunity to serve the PTC membership in this capacity.  It is a true privilege to continue working with so many of you who have supported PTC for many years and I look forward to getting to know all PTC members.

The strategic view of PTC going forward includes development of partnerships, networking opportunities and conference value, with the overall goals of strengthening financial stability and building a stronger membership base.

In the days ahead, many opportunities will present themselves for PTC to move forward.  Please feel free to contact me to discuss your ideas and participation.  I look forward to engage all members to continue to build a very robust organization.

PTC'08: Telecom with Vision
30th Anniversary Conference
13-16 January 2008
Hilton Hawaiian Village Beach Resort and Spa
Honolulu, Hawaii  USA

This year’s theme, Telecom with Vision, will focus on the dramatic impact of interactive video and user-created content on telecommunications networks, markets and regulatory policy throughout the Asia-Pacific regions and around the world. 

Proposals are being accepted in the following broad areas:

  • Users and Applications
  • New Business Opportunities
  • Public Policy and Civil Society
  • Technology

Proposals are now being accepted for keynote speakers, session papers/presentations, managed sessions, workshops, tutorials, "Birds of a Feather", sponsored sessions and emerging application and technology demonstrations

Mid-Year 2007 Seminar in Tahiti

Broadband Access:  Overcoming Barriers
Intercontinental Resort Tahiti
12-14 September 2007
Papeete, Tahiti, French Polynesia

PTC returns to Tahiti for the first time since 1991 with a seminar in the tradition of our mid-year meetings that focus on telecommunication issues and development in a specific member region or country.

The seminar will focus on the development of broadband access and the means to overcome the many challenges in remote Pacific Island nations. A program rich in timely  topics will include satellite and undersea cable services to the Pacific Islands, technical infrastructure and the adaptation of wireless applications, intelligent cities, case studies, affordability and finance, and viable solutions. See the tentative program schedule for details.

The event includes optional site visits prior to the seminar and a special-priced “mystery island” tour after the closing session. A memorable event rich in the Polynesian culture of Tahiti is promised for all.

Many thanks to Advisory Council member Maui Sanford and OPT French Polynesia for hosting this event.  Maui is also the President of PITA (Pacific Islands Telecommunications Association) which will also be participating at the seminar.

Seminar Registration, Air Travel and Hotel:

A modest registration fee will be charged for the seminar with a special rate for PTC members.  Registration information will be available soon at www.ptc.org

The seminar will be held at the Intercontinental Resort Tahiti (formerly the Beachcomber Hotel) located just a few miles west of the capital city of Papeete.  Special negotiated room rates for seminar participants will range from US$145-200+ per night.  Reservation information will also be available soon on the PTC website.

Tahiti is served by several airlines including numerous flights from North America (16 weekly flights from Los Angeles), and from Japan, Australia and New Zealand.  There is also a weekly flight from Hawaii. The Tahiti Faa’a International Airport is just a few miles from the seminar venue.

Eye on Trends:

The Telecom Market in China: Current Development and Future Prospect

The telecommunications market in China has experienced tremendous growth in the last few years. China has the world’s largest fixed line and mobile subscribers and the second largest broadband Internet users after the United States. At the end of 2006, the number of fixed line and mobile users in China had reached 372.6 million and 457.6 million respectively [see Fig. 1].  According to the China Internet Network Information Center (CNNIC), an official government organization, the number of Internet users stood at 137 million at the end of last year; of which 90.7 million were broadband users [Fig. 2]. China is expected to add another 15-18 million fixed line users and over 70 million mobile users in 2007. The number of Internet users is forecast to grow by over 25% this year.

FCC Adopts Privacy and Anti-Pretexting Rules Imposing New Requirements on Carriers and VOIP Providers

On April 2, 2007, the Federal Communications Commission (“FCC” or “Commission”) released a combined order (“Order”) and further notice of proposed rulemaking (“FNPRM”) containing final and proposed rules intended to enhance the protection of customer proprietary network information (“CPNI”) under Section 222 of the Communications Act of 1934, as amended (the “Act”) and the Commission’s rules.

The Order marks the Commission’s latest effort to provide additional protection for CPNI, particularly from “pretexting” and other types of unauthorized access.  It was prompted by a petition filed in 2005 by the Electronic Privacy Information Center, which proposed a number of additional steps that the Commission could take to better protect CPNI.  While the petition was pending, there were numerous reports in the media regarding incidents in which CPNI was obtained from telecom carriers through the use of pretexting.  Several commentators expressed alarm at the use of pretexting by data brokers and others to gather CPNI, which was then described in the reports as either being sold, used for marketing and other business purposes, or used to engage in identity theft and related criminal activities.

Potential By-Laws Modification

During its monthly teleconference meeting on 16 May 2007, the Board of Governors (BG) approved a recommendation to form a Task Force to review and propose by-law changes and bring back recommendations to the BG.  The task force will prepare draft modifications to PTC’s By-Laws.
