Executive Director Search

The Board of Governors announced the search for an Executive Director shortly after the PTC’07 conference in January. The announcement has been circulated and posted on the PTC website.  Proposals for the position were due by 28 February.  The Board of Governors continues with evaluation of proposals into March.

PTC’08 Conference Planning

Planning for the 30th Annual PTC Conference and Exhibition has begun. Deliberations for a theme are ongoing with a selected steering committee and a call for papers will be formulated this month.  Possible headliner invitees are also being considered.  A conference program committee is also being formed to actively develop the program content.

PTC Mid-Year Seminar in Tahiti, September 2007

Planning continues for the Mid-year seminar to be held in Tahiti in early September 2007.  Details including hotel and travel information will be posted to the website as they become available, and more information will be forthcoming in the April issue of the Members Bulletin.  PTC is pleased to return to Tahiti for a mid-year event that was last held there in 1991.   Thanks to OPT French Polynesia, the Pacific Islands Telecommunication Association (PITA) and France Telecom for their indication of support and sponsorship for the event.

Focus on Issues:

The Public Internet, Private IP Networks and the Need for Fiber Route Redundancy

Over the past few years, a logical transition of technology and responsibilities has shifted from the traditional telecom networks and operators over to the packet networks and IT folks in ever increasing numbers. This is not any one particular person or groups' preference although it is most likely very satisfying for some and painful for others.   Rather, it is an almost inevitable conclusion. In the early days of the shift from circuit to packet, it was all about the public Internet. Business case decisions were easier to make when all of the applications were loaded up on the same common, shared network.  As a result, email, the web and several other things cohabitated. With that gave rise to the need for Internet security. This came in the form of tunnels, VPN's and many varieties of software-based protection that still exist and are more necessary than ever today out there on the cloud.

Within the last few years, there has been a migration within the greater packet transition towards private IP networks and away from the public Internet. This too was a logical, evolutionary conclusion based on the inherent security of transport networks using IP rather than shared transit networks. Private IP connections also eliminate the need for ISP's thereby avoiding their fees and potential associated regulation, or control of what the users can and can't see. The Ethernet LANs of the world and the organizations that run them are the ultimate buyers and decision makers.  The desire to connect those LAN’s (100meg to 100meg, 1Gig to 1Gig and beyond) has forced the telcos to leave their rigid legacy networks and step in to the Ethernet world. Soon, application development, use and growth will drive enterprises and carriers to use wavelengths almost exclusively in the core.

A PTC’07 Report

[Editor’s note: In addition to the review provided in the February Members Bulletin by Trisha Lin, another graduate student, Stephanie Rolfe, has contributed the following report that takes a look at the value of the PTC’07 conference for her research focused on the Pacific Islands.]

I am a student in the Communication and Information Sciences (CIS) PhD program at the University of Hawaii.  My dissertation research involves looking at how developing Pacific Island countries conceptualize the role, use and impact of ICTs for development, within the wider context of ICT initiatives from aid donors. I attended PTC '07 on a scholarship from the PTC-Hawaii Foundation and was fortunate also to attend the Pacific Islands Telecommunication Association (PITA) members' meeting on January 13. 

This year's theme of "Beyond Telecom" was relevant to my studies because it dealt with issues that countries in the Pacific Islands are currently facing. The ICT industry in many of these countries is still nascent compared with elsewhere in the Asia-Pacific, and although many places are still struggling with basic service provision, cost and regulatory issues, the reality of "Beyond Telecom" technologies and services also has to be addressed.
