PTC Elections for Board of Governors' Seats

Dear PTC Members:

As reported by Jay Gillette, Chairman of the Advisory Council, in the last Members' Bulletin, half of the seats on the Board of Governors (BG) of the PTC are subject to an election this year. That means that you, the Members, have a chance to elect six or seven key individuals who will help to guide the Council for the next two years. In the next few days you will receive a full information packet from the Succession Planning Committee (SPC), setting out the details with regard to the election schedule and the qualifications we are seeking. The packet will include a cover letter, an information sheet candidates are asked to complete, and other supporting information.

Please give these materials your most careful consideration, because of the important role the BG plays in setting the course of the PTC. Board seats are apportioned by region around the Pacific Rim and also include seats for East Asian and North American non-profit organizations, as well as Individual Members. We intend to make this election as democratic and representative as possible. Our goals is to develop a roster of candidates which gives members several, highly qualified choices in each region.

The BG has played a critical role in the last few years in managing the day-to-day affairs of the Council during a time of crisis. Because of these efforts, the PTC is on much sounder ground and is now prepared to embark upon its next phase of growth and development.

Therefore, the SPC would like to see candidates step forward who can play two key roles: that of strategic advisor, helping to chart PTC's future course, and advocate. By the latter, we mean persons who know their countries, regions and industries well and who are willing and able to assist in growing PTC's membership and contacts in their respected areas of influence. It is anticipated that as the BG shifts gears, the time commitment for board meetings will be reduced. However, candidates should be prepared to participate in two face-to-face meetings per year, as well as meetings held via teleconference.

Please consider whether you or one of your colleagues can contribute in this way. If you would like to run for one of the board seats, please use the materials that you will receive from the SPC in the next few days and follow the instructions contained there.

Destructive Technologies: Are you victim or perpetrator?

As we look ahead of PTC'06 (15-18 January 2006) the convergence of communications-related technologies that PTC has highlighted for many years is now here. Today our world is filled with an array of new high-tech products and services, such as Wi-Fi, 3G, EV-DO, IPTV, Bluetooth, BGAN, Ka-band satellite and the emerging WiMax.

Headlines tell us that the financial community is behind massive acquisitions and consolidation plays, including Verizon's acquisition of MCI, VSNL's acquisition of Tyco Global Network (TGN) and Teleglobe International Holdings Ltd., and eBay's acquisition of Skype. At this writing, multiple suitors are rumored to be exploring acquisition of at least part of Time Warner's Internet business (AOL).

Is this good news or bad news? We don't know.

So what's so destructive? Aren't we observing a revival in the telecom, ICT and the overall technology marketplace?

For the entities doing the acquiring — perhaps yes. For the victims, the revival may signal their pending demise or the need to rethink strategies and business models. As TV program downloads begin to appear on iTunes at USD$1.99 each, what are the potential impacts on advertiser-supported television? When telephone calls are "free" on Skype and other VoIP platforms how should traditional telephone and mobile phone companies respond? When Yahoo invests USD$1 billion in Alibaba.com what does this mean to communications infrastructure providers worldwide? How will changes such as these impact the regulatory environment globally and what are the economic implications?

These are the questions being asked throughout the broader communications industry. PTC delegates will address these issues formally and informally during PTC'06 in Honolulu, Hawaii, at the Hilton Hawaiian Village Beach Resort & Spa. For the 28th consecutive year, communications "movers and shakers" will gather from more than 40 countries to network, to share the latest developments, to debate the impacts, and to plan their moves for 2006 and beyond. You need to be there. In fact, you can't afford to miss this important gathering.
