Roy R. Consulta, 35, from the Philippines, student and a scholar of Techno-economic, Management and Policy Program (TEMAP) and International IT Policy Program (ITPP) of Seoul National University sponsored by Ministry of Information and Communication of Korea.

Currently connected with National Computer Center in the Philippines as ICT officer (forming as a Commission of Information and Communication), a government agency in the Philippines dealing with its full support to the administrations ICT thrust by forging strategic alliances with the private sector, coordinating ICT activities, developing human capital, promoting ICT utilization in all sectors of the society, and advocating Philippine ICT services worldwide.

8 years experience from telecommunication company. Such as, Philippine Long Distance Company, Digital Telecommunication of the Phils. and Bayantel Phils.

Undergraduate courses was Bachelor of Science in Computer Engineering at Adamson University in Manila, Philippines and also a graduate of Bachelor of Science in Electrical Engineering at Bicol University in Legazpi, Albay.
