Conference Program SALLYE CLARK Sallye Clark is a Partner at the law firm of Arent Fox, based in Washington, DC. Sallye has extensive experience in international and U.S. government relations for the telecommunications industry. Her background includes negotiating and securing authorizations and license agreements for corporate and U.S. government telecom projects from foreign governments around the world. Prior to joining Arent Fox, Sallye was the senior counsel for international affairs for PanAmSat Corporation where she managed the company’s domestic and international government affairs and ensured that PanAmSat services were available and authorized throughout the world. Previously, Sallye was the executive director for international affairs for Teledesic LLC, a Bill Gates/Craig McCaw “Internet in the Sky” broadband project and also headed up ICO Global’s international regulatory effort for McCaw. Sallye also worked for Iridium LLC as the senior manager and attorney for regulatory matters, focusing on Asia, and clerked at the Federal Communications Commission’s International Bureau. Sallye is an industry representative on the President’s National Security Telecommunications Advisory Committee (NSTAC), focusing on emergency communications and interoperability issues. Sallye has also given seminars to DoD and at various military conferences on Host Nation Agreements (HNAs) and foreign licensing of U.S. Department of Defense networks. Sallye has been involved with PTC since 1996: she was on the PTC Advisory Council from 2002-2006, the restructuring committee and chaired the PTC finance committee. |
