In the 20th century, network-mediated experiences were episodic, standardized and controlled by service providers, with vast numbers of people outside the world of networks. In the 21st century, network-enabled experiences are immersive, self-directed, personalized and increasingly universal.

Before, retail and wholesale service providers "owned" the ecosystem; today they share the ecosystem with application, device, advertising and content providers, as well as with users who now are content creators.

Empowered end users create new stresses and new opportunities for retail and wholesale communication providers, as well as new business models and a rearrangement of financial shares within the ecosystem and value chain.

IP-based communications and entertainment now represent a fundamental transformation of the network business, and there is no way carriers can ensure their continued relevancy and revenue opportunities without paying close attention to end-user behaviors and demands.

Nobody knows for certain how to regulate loosely-coupled networks, or how to promote innovation and robust investment while protecting consumers and promoting development.

It is unclear what changes will, or should occur, as value shifts to an "always connected" framework, in both developed and historically underserved areas.

Nor is it a certainty that advances in social welfare will be matched by sufficient revenues to maintain healthy networks.
