Dr. Kiyohara teaches at the Keio University as a part-time lecturer, and is a researcher at InfoCom Research, Inc. Prior to this, she worked for the Interfaculty Initiative in Information Studies at the University of Tokyo as an assistant professor. She received the Fulbright Scholarship in 2005 and holds her PhD in political science from Keio University. Funded by Ohira Masayoshi Foundation, she published her dissertation as a book in 2008. Her recent study was released for Keio Communication Review, which entitled “A Study of Current Telecommunications Policy-making in the U.S.: The Case of Universal Service, in Comparison with the Japanese Case.”
