Richard D. Taylor holds the Palmer Chair in Telecommunications Studies at the Pennsylvania State University, where he is Professor of Telecommunications Studies and Law, and Affiliate Professor of Information Sciences and Technology. He is Co-Director of the Penn State Institute for Information Policy and a Fellow of the E-Business Research Center. He has directed major research projects and published widely on the implications of investment in information technology, particularly in the Asia Pacific region. Altogether, he has some 35 years of experience in the telecommunications field both in business and in academia.
Prior to joining the faculty at Penn State in 1989, Taylor was Vice President and Corporate Counsel at Warner Cable Communications, where he had overall responsibility for the Law Department of the nation“s second largest cable television operator. Subsequent to his arrival at Penn State, he was appointed to the Board of Primestar Partners, Ltd. as one of two independent directors.
He is a long-time presenter and participant at PTC, is co-Chair of the PTC Research Committee, and currently sits as a member of the PTC Board of Governors.
