“Smart” Government and Reaching the Unserved/ Underserved: Certain un- and underserved areas of the world present challenges to business cases. Nations have different way of addressing critical needs (open market-based mechanisms, universal access, special government funds, etc.) One avenue of serving needs is municipal networks: offers quality of life, educational, health and safety needs (911), economic development. Critical questions: are service providers offering useful services that is delivered appropriately? Law enforcement, medical needs also impact telecom providers significantly. Can infrastructure meet needs of today and growing future? Future deployment should be defined as based on fiber infrastructure; wireless is an added opportunity. Municipalities are hindered by costs of entering market, maintenance, developing appropriate working business model for their market. Broadband bureaucracy is challenging, e.g., FCC Rural Health Care Telemedicine Pilot Program. Need to create “public sector network” (not “silos”) for better price and sustainability, access to shared cloud resources. Yahoo’s daunting challenge is to place datacenters in selected areas that connect to Yahoo’s greater network. Yahoo engages and becomes involved in their communities, but need to have basic capabilities in place first. Overall, biggest problems are regulatory and political as well as sustainability issues.
