Status of development of ICT infrastructure: broadband moving to 99% coverage, ultra-high speed services also increasing. Trending mobile. Japan is #11 in e-government readiness. Growth of internet ad sales, content business increasing. Japan has best network environment for cloud services. Fields where cloud servicees should be widely used: where ICT is lagging, where voluminous data processing is required (supports basic R&D, standards, efficiency), and in small or medium size companies (improves business efficiency). Expected effects of wide use of cloud services: improving efficiency and adding value of industries and social infrastructure, reducing environmental impacts, and lowering barriers for companies’ global business operations.
Government’s role: developing the environment (global rules), public support, and procurement entity. In case of e-administration cloud for services: one stop services, transparent administration, reduced burdens on companies and agencies. To ensure security and reliability, need to develop guidelines.
Policy support for technology development: need to study time-based road map for projects, competitive funding, creating open innovation through government-academic-industry cooperation, and create a forum to support cooperation with other countries. Work needed: SLAs, service quality, interoperability, and ID management. Development of ICT workers: improve literacy, human resources keys. Global rules needed, consider laws of other countries.
