PTC
has been conducting an annual essay competition designed
to stimulate fresh inquiry into telecommunications-related
topics. The competition is open to all individuals who are
either actively working on a graduate degree or have obtained
graduate level degrees (MA, MS, JD, PhD, etc.) within the
last five years from the period of the competition.
The prize for the Essay Prize Competition in 2005 included
a trip to the PTC’06 conference in Honolulu in January
2006 for the author of the winning research and/or policy
paper.
PTC is pleased to announce the winner for the 2005 essay
prize competition – Garth McGinley, an MS student in
Information and Communication Sciences at the Ball State
University in Indiana, USA.
Garth presented his winning paper on “The
Public Policy of Wireless Broadband Access: Recommendations
for
Reform to Promote Universal Service” at the PTC’06
conference, 15-18 January 2006 at the Hilton Hawaiian Village
Beach Resort and Spa in Honolulu, Hawaii, USA.
