Trans-Pacific cable bandwidth capacity is limited by power, not fiber. On an ultra-long distance cable, supportable fiber pair count (total cable capacity) scales with the square of feed voltage and falls with the square of powered segment length. But in the middle of the Pacific there is nothing to plug into.

(Issue 150 the Offshore Energy edition), makes the case for Ocean Thermal platforms as mid-span power feed points with co-located High Density compute, turning a power constraint into a high-capacity disruption-resilient mesh network acting as a global load balancer for AI compute.
